The Initial response is how a crime is reported to authorities. The usual way of reporting a crime is usually a 999 (UK) or 911 (USA) call to the police. If the crime has been reported through telephone firstly the operator whom answered the call will make a judgement on whether there has been an actual crime committed and will assess who needs to be informed. Depending on the type of crime which has been committed will determine the type of action the authorities will take. If there is a crime which has been committed the operator will then report the crime and that specific crime will be given its own Crime Reference Number. Every crime which is reported to authorities has its own individual crime reference number, this prevents any confusion or loss of information between cases. The crime should be reported efficiently allowing for the appropriate response to be made by the police and investigation team.

The call was made from a neighbour of Nicole's whose attention had been drawn to the crime through Nicole's dog barking persistently and powerfully. The call was made shortly before Midnight on June 12th 1994.
